California motorists who buy Chevrolet Volts can qualify for permits allowing them to drive solo in the state's coveted carpool lanes. But they'll have to wait until 2012.

It also allows 40,000 plug-in vehicles, for the first time, to qualify for permits starting in 2012. Pure electric vehicles already are eligible, and there's no limit on the number. The new law extends eligibility by four years for electric vehicles.
